Course Objective
Human Resources Management is a process in which human resources needs are evaluated, eliminated, and the necessary incentives and working environment are provided in order to get the best efficiency from the recruited personnel, and it is a business function that contributes to the realisation of organisational objectives such as production, marketing and finance, which are other business functions. In addition, nowadays, Human Resources management plays a main role in the strategic planning of the enterprise and has a strategic importance in the manpower, profit and overall efficiency of the organisation. All of the famous and large enterprises with high competitiveness say that the power that brings them to this position is the investment they make in people. When we look at the human resources profile of these enterprises, it is seen that people who are well educated, can analyse the environment, research, continuously learn and teach, have a vision for the future, know how to share, have adaptability and are open to change are in the majority. Having a qualified labour force is a prerequisite for being superior in competition. It is also necessary to use this labour force at the right time, in the right place and in the right way. These conditions and reasons make human resources management and managers indispensable in today's businesses. The main purpose of human resources management is to contribute to the effectiveness, efficiency and profitability of the business by creating happy, productive and positive thinking employees.
Brief Content of the Course
It is aimed to introduce the personnel management systems in Turkey and foreign countries, especially in western countries, and to explain the public personnel system in our country in all aspects. In this framework, detailed information is given on the legal status of civil servants, recruitment, classification, wages, promotion, registration, rights and obligations of civil servants, social security and retirement of civil servants, discipline and disciplinary penalties and training of civil servants. For this purpose, in the course; to give theoretical information to our students, inspired by the developments and practices in foreign countries, on the other hand, to introduce the practices related to the civil servants law concerning public personnel.
