Course Objective
The aim of this course is to comprehensively examine national and international legal regulations that safeguard the rights of individuals with special needs and their families in the areas of education, health, employment, and social life. The course will address the historical development of these regulations, the human rights-based approaches on which they are founded, and their role within the field of special education. In addition, it will discuss how these regulations are implemented in educational settings, in inter-institutional collaboration processes, and in social life; the challenges encountered in practice, good examples, and proposed solutions will be evaluated. Thus, students are expected not only to acquire theoretical knowledge of legal regulations but also to reflect this knowledge in their professional practice, thereby gaining competence in advocating for, protecting, and promoting the rights of individuals with special needs.
Brief Content of the Course
The history of policies and legal regulations concerning individuals with disabilities and special education in Turkey; national policies and legal regulations regarding individuals with disabilities and special education; international policies and legal regulations on disability and special education; Turkey’s participation in international conventions; the significance of global legal regulations in relation to individuals with disabilities, special education practices, and Turkish regulations; the general paradigm shift concerning individuals with disabilities; the gap between policy, legal regulations, and practice.
