Course Objective
In addition to the state structure, state-individual relations are conveyed to the students in the light of classical administrative law theories, new insights in the doctrine, changes in legislation and new examples of judicial decisions.
Brief Content of the Course
In this course, the structure and constitutional scope of the Turkish administrative judiciary system, the basic principles of the administrative judicial procedure, the remedies that can be appealed against the decisions of the first instance courts and the appeal procedure are examined. The elements of the cancellation and full judicial proceedings are examined. In this course, the concept of administration is defined and the elements and features of Turkish administrative organization are emphasized. The elements of both central management and decentralization principles are transferred to the students considering the recent legal changes. In addition, the concept of public personnel, the rights and obligations related to it and the disciplinary law are examined in the light of the decisions of the Council of State. The concept of public domain is defined and the legal regime and utilization procedures of public goods are explained..
